All things must be learned over time, the more experienced shinobi are good sources of information, and most of us are more than willing to take people in as our apprentices.
Question(s): How do I join a village?For now, you must ask. Contact one of the Administrators and tell them which village you'd like to join. You will then be added to the village group.
And your name will be all colorized and stuff too! =D
Question(s): How do I create my character?Go to User CP > Character Sheet > Generate Character Sheet
Then fill out all the necessary fields(text boxes) you can. =] (Keep in mind that some fields cannot edit yourself. Only Admins can edit them.)
Question(s): Are their limitations for your character depending on your rank? As in what kind of Jutsu they can use? Also how far along in a bloodline trait their are? (For example, how many tomoes you have in a sharingan per rank if thats your bloodline?)As for limitations, we would prefer it if each person would limit him/herself, so we don't have to.
If you are a genin, there is no way that you are going to be performing certain jutsu, it isn't that hard to understand, I'm sure. As long as you aren't god modding, then I honestly don't mind if you want to have 2 tomes in a sharingan to begin with, let's face it, we aren't starting each person from the beginning of their life.
Although, if you are an academy student, you are not allowed to make use of a bloodline. you may be in a clan that has a BL if you so desire, but you aren't allowed to let that skill flourish until after you have reached at least the rank of genin, and I don't want any situations like this: I just graduated the academy, now I have a 3 tome sharingan!

Question(s): What about Kekkei Genkai (Blood Inheritance Limits)? How do I get those and/or use them? Do I pick it myself or what?We just want to make a few things clear.
You can ask to be part of a Clan that possesses a bloodline, but there is no guarantee that you will get that bloodline. We will determine whether or not you will get that bloodline through user of a dice-roller, or rather and RNG (Random Number Generator). You're Kage will make the dice roll for you and post a link to your results. The result will tell you whether or not you have successfully inherited the Kekkei Genkai.
(I have a system set up to prevent bias, so don't worry about that)
One main thing we am concerned about, we have a lot of Uchiha clan members already, we won't stop you from being in the clan, if you so desire, but we will not let you just start and claim to have the Mangekyou. If you want to reach that level, you may, but you have to work for it through roleplay.
Note: Uchiha-Wraith and Uchiha_Sam are the only two members with the Mangekyou as of now.
Forbidden Bloodlines:
- Rennigan
- Madara's Mangekyou Sharingan
- Sasuke's Mangekyou Sharingan
Too little is known about these, so it would just be too unfair to have them.
Secondly, when more information
is released on these bloodlines, they will remain forbidden; they are far too overpowered for use in roleplays on this site.
Question(s): How would you go about gaining ranks? And how many ranks are there? What are the Rank Points, and what are they for?You gain ranks by gaining Rank Points. After gaining a certain amount of rank points you are eligible to promote to a higher rank. Unless we (the staff), tell you otherwise, you will start off as an Academy Student, meaning you have 0 [zero] Rank Points.
You can gain Rank Points by doing various missions, impress your Sensei/Kage, and training. (there may be some special circumstances that lead to you gaining Rank Points)

Rank promotion are governed by the Kage, as well as how you go about receiving your desired promotion. Usually, you won't be promoted in ranking until you have proven your skill.
Although, there are a few cases in which a shinobi has attained the skill level of a higher rank ninja but decided to stay low leveled, such as the kage deciding you may graduate to Chuunin, although you prefer life as a genin.
Question(s): What is a Village Emissary?An emissary is just a nifty term for diplomat.
Meaning, If Konoha and Kiri are at war, Kiri's Emissary would be able to enter the village and have diplomatic immunity. This means that the Emissary won't be mauled by an entire village just for entering it.
They are recognized by the appearance of "[VE]" in their guild title.
An Emissary is still fully liable for his/her own actions, meaning if he/she is disrespectful towards any of the village members, then his/her diplomatic immunity is compromised. And therefore, the Emissary is no longer protected by his/her titled and can be treated as an enemy.
Shinobi of all villages must likewise respect all Emissaries. If a villager is discourteous towards an Emissary, they are subject to punishment by their reigning Kage.
In extreme cases, a Shinobi can be kicked out of their home village and labeled as a Missing-nin.
During war time ONLY:An Emissary is under oath to not disclose any compromising information**. This means the Emissary cannot "spy" on another village. They are peace-makers, not spies. They cannot undertake any acts of espionage and must respect the laws and customs of any hostile village. They can, however, convey messages pertaining to war-time negotiations.

If an Emissary break his/her oath, they will be kicked out of their home village and labeled as a Missing-nin.
Question(s): What about Staff Members? Can I become one?Administrators, Moderators, and Kages (Yes Kages...) are considered staff Members.
Administrator are essentially gods of the site (out of character of course). Everything you can't do, they can. So be nice. ^^
Moderators are moderators. They moderate. That's their job. It's the just about the same on every other site [/obvious]
However, they have some restrictions. Moderators cannot moderate pretty much anywhere except for inside the village limits. They can see the forums, but they can't read the topics, make topics, post, censor, or moderate anything inside a village they are not a part of. This is to prevent mods from abusing their powers during times of war so they can spy on other villages. =]
Kages are like Mini-Admins. They have almost full administrative powers within their home country and most certainly within their own village. Be respectful. <_<
Can you become a staff member? Yes, but
do not ask to be a staff member! It's a "don't call us, we'll call you" kind of deal. Deal with it. =/
